A doctrine is being written into the record of this war, and it is being written for the benefit of those who start wars. It arrives without a treaty, without a vote, without a single line of new law. Instead, it is assembled from social media posts, target lists, and the silence that greets them. If it is allowed to stand, it will outlive the war that produced it, and it will belong to every state strong enough to use it.

The claim is this: that a country's civilian infrastructure — its power stations, refineries, bridges, water and desalination plants — may lawfully be destroyed if that infrastructure sustains an economy, and if that economy in turn funds the country's war effort. The formula is being applied to Iran, whose war effort is, in truth, a defense against force initiated against it.

International humanitarian law has never permitted this. It confines attack to objects that make an effective contribution to military action and whose destruction yields a definite military advantage in the moment (Additional Protocol I, Article 52(2)). A power plant that lights homes and hospitals, and that happens also to sit within a functioning economy, satisfies neither condition. To reach it, the doctrine quietly exchanges "military action" for "war-sustaining capability" — words found not in any binding instrument, but in a single government's own manuals (the U.S. *Law of War Manual*, §5.7.6.2; the Military Commissions Act of 2009, §950p).

Consider what this licenses. A state commits aggression. Its victim does precisely what the United Nations Charter guarantees it may do — it defends itself (Article 51). The aggressor then turns to the victim's turbines and reservoirs and refineries and declares them lawful targets, on the ground that they sustain the economy that sustains the defense. In one move the law is inverted. The exercise of self-defense becomes the pretext for its own dismantling.

The consequences run deeper than any single grid. A doctrine with no limiting principle has no limit: everything civilian feeds an economy, so everything civilian may be reached, and the distinction between combatant and civilian, between a barracks and a bakery, on which the entire law of armed conflict rests (Article 48), dissolves.

This has not gone entirely unremarked, and that is the trouble, because what has been said is not what needs saying. The Secretary-General of the United Nations, @antonioguterres , has called the strikes "unacceptable," while the theory that justifies them has been left untouched. The President of the International Committee of the Red Cross (@ICRC) , Mirjana Spoljaric, has warned, more plainly than most, that a war on essential infrastructure is a war on civilians and must not become the new norm — yet the doctrine that makes such war thinkable has not been named and repudiated by the institution whose founding purpose is to guard this law. The High Commissioner for Human Rights, @volker_turk, has previously condemned an onslaught against international law without confronting the specific argument now doing the dismantling. The Director-General of the International Atomic Energy Agency, @rafaelmgrossi, has watched nuclear facilities protected by name under the Geneva regime enter the target list. And the High Contracting Parties to the Geneva Conventions, bound under common Article 1 not merely to respect the law but to "ensure its respect by others", have so far said nothing a court could one day cite.

What is required is neither difficult nor delicate. It is to state, on the record and in terms a lawyer can quote, that the war-sustaining theory is not the law; that a nation's power, water, fuel, and transport remain civilian objects and forfeit nothing by the fact that the nation is defending itself; that a threat to destroy them is the announcement of an intended crime; and that no state may manufacture, through repetition and assertion, a license the law has always refused it.

What just happened in Ceuta was an orchestrated power move against Spain using migrants as a weapon. Young, unemployed Moroccan men lured by social media groups with promises of a new life and literally bussed to the border and ushed across by Moroccan authorities, were met only by an array of cameras awaiting them. Almost all returned home the next day. We are in a new era of warfare where the new weapons of geopolitical power-plays are ai, disinformation, deepfakes, troll farms and the poor - and Spain just got sent a message.
