So NOBO and NOBW have issued a circular that they will not be joining UFBU strike call and will agitate for 5 days banking through work to rule agitation.
I respect their right to take indepent call on agitation but doubt on efficacy of work to rule in forcing government to implement 5 days banking .
Are 7 lakh plus bankers really able to implement work to rule agitation call by their unions . I have serious doubts about officers really following their associations call on work to rule particularly those posted in branches and verticals .
Nobo and nobw limitations on going on strike against their own government is understandable and expected one .

PRESS STATEMENT (Aug 24, 2026)

The Cockroach Janta Party strongly condemns the Union Government’s failure to honour the commitments made to India’s youth on July 25, particularly those concerning the withdrawal of FIRs against students and protesters.

With the Government continuing to delay and avoid fulfilling its assurances, the CJP National Working Committee has decided to resume peaceful mobilisation.

On September 5, CJP will hold a peaceful youth march from India Gate to Delhi Police Headquarters in New Delhi, led by the families of deceased NEET victims and victims of police brutality.

The Government must honour its word. Our patience must not be mistaken for weakness.

मूल प्रश्न: जब सभी बैंक कर्मचारियों का काम, प्रयास और लक्ष्य समान हैं, तो PLI में भेदभाव क्यों?

1. पृष्ठभूमि और 5-दिन बैंकिंग की स्थिति
9वां संयुक्त नोट / 12वां द्विपक्षीय समझौता:

5-दिन बैंकिंग का प्रस्ताव 10 साल पहले ही तय और आगे बढ़ाया जा चुका है, लेकिन आज भी बैंक कर्मचारी लागू होने का इंतजार कर रहे हैं।

BMS का संकल्प: 17 अगस्त को देशव्यापी विरोध दिवस आयोजित कर 5-दिन बैंकिंग के वादे को हकीकत में बदलने की प्रतिबद्धता।

2. PLI की कड़वी सच्चाई (PLI - The Reality)

एक ही काम के लिए अलग-अलग भुगतान प्रणाली (भेदभावपूर्ण वितरण)।

अधिकारियों (Executives) और अन्य कर्मचारियों के बीच बड़ा अंतर।

मूल्यांकन की प्रक्रिया में पारदर्शिता की कमी।

किसी भी शिकायत या अपील के निवारण के लिए कोई उचित मंच न होना।

3. घटनाक्रम की समयरेखा (What Happened Next?)

20 अगस्त: IBA की PLI पर यूनियनों के साथ बैठक, जिसमें IBA ने DFS (वित्तीय सेवाएं विभाग) के समक्ष बात रखने को कहा।

21 अगस्त: पंजाब एंड सिंध बैंक ने केवल एग्जीक्यूटिव्स (Executives) को PLI का भुगतान किया।

22 – 24 अगस्त: अन्य सरकारी बैंकों (PSBs) ने भी इसी रास्ते को अपनाया।

24 अगस्त की शाम: लगभग सभी PSBs ने FY 2024–25 के लिए केवल एग्जीक्यूटिव्स को PLI क्रेडिट कर दिया।

सवाल: क्या IBA सभी के लिए एक समान (Uniform) PLI सुनिश्चित करने में अपनी सही भूमिका निभा रहा है?

4. UFBU सर्कुलर और वर्तमान स्थिति

UFBU Circular (29.06.2026): समझौते के तय फॉर्मूले के बिना किसी बैंक द्वारा एग्जीक्यूटिव PLI जारी करने पर 'फ्लैश स्ट्राइक' का वादा किया गया था।

* बैंक कर्मचारियों के सवाल:

जब फैसला बदला गया तो 'फ्लैश स्ट्राइक' क्यों नहीं हुई?

क्या समान PLI की प्रतिबद्धता कमजोर पड़ गई है?

क्या मौजूदा आंदोलन सभी संवर्गों (cadres) को न्याय दिलाने के लिए पर्याप्त हैं?

5. NOBO / NOBW का पक्ष और प्रतिबद्धता

वर्कमेन और स्केल-III तक के अधिकारी ही सार्वजनिक क्���ेत्र के बैंकों (PSBs) में वास्तविक व्यवसाय बनाते हैं (बिजनेस जनरेट करना, ग्राहक संबंध, रिकवरी, और सरकारी योजनाएं लागू करना)।

BMS के साथ संकल्प:

5-दिन बैंकिंग को मजबूती से लागू कराना।

DFS के साथ अर्थपूर्ण चर्चा के जरिए निष्पक्ष, समान और सम्मानजनक PLI फॉर्मूला सुनिश्चित करना।

चुनिंदा वर्ग के बजाय हर वंचित कैडर के हितों की रक्षा करना।
