99% of the ChatGPT users won't care about the naming (choosing a model tbh), and people who won't use GPT-5.6-mini may use GPT-5.6 Terra. Same for GPT-5.6 Luna, over GPT-5.6-nano.
I prefer to have GPT-5.6/5.6-mini/5.6-nano just the same as you, but in OpenAI's shoes I fully understand their model naming strategy.
