The Huawei and City of Windhoek bribery scandal stemed from a July 2020 Al Jazeera investigation exposing an alleged N$40 million (US$287,000 to US$360,000) slush fund designed to bribe local officials into giving Huawei an exclusive contract to build Windhoek's 5G smart city network.
IT’S NOT YOUR MONEY: President Netumbo Nandi-Ndaitwah has reminded Namibian business leaders accompanying her to China that the mission must deliver tangible benefits for the country.
Addressing the delegation in Beijing, she said Namibia is expected to spend about US$500,000 in foreign reserves on the visit, underscoring the need for both public and private sector participants to secure meaningful partnerships, investment and outcomes that advance the country's economic interests. While not all travel costs are borne directly by the State, she said the overall expenditure carries national economic significance and must be justified by results.

Independent Patriots for Change (IPC) has raised concerns over the government’s acceptance of a N$245 million grant from China for a Smart City pilot project, arguing that the initiative could compromise Namibia’s digital sovereignty.
IPC Shadow Minister of International Relations and Trade Rodney Cloete said in a media statement on Thursday that the party believes the grant is insignificant compared to the value of Namibia’s trade relationship with China, which it said exceeds N$40 billion annually.
The party said the funding could result in long-term dependence on foreign-controlled digital infrastructure.
The IPC questioned where data collected through the Smart City systems would be stored, who would own the technology and source code and whether foreign companies would have control over critical public infrastructure. The government should provide assurances that Namibia’s digital infrastructure will remain under national control, it added.
The party also criticised the government’s celebration of China’s zero-tariff treatment for Namibian exports, saying the benefits would remain limited as long as the country continues to export mainly raw minerals rather than value-added products.
It argued that the absence of commitments to establish domestic manufacturing industries would allow foreign companies to continue benefiting from Namibia’s natural resources.
IPC has called on the President and the Minister of International Relations and Trade to publish the full terms and conditions of the Smart City grant, including details on data ownership, infrastructure control and procurement requirements. The party said Namibians have a right to know whether public digital services will be managed by foreign technology firms under the agreement.

JUST IN: The Namibia Local Business Association (Naloba) has distanced itself from the Namibia-China Business Summit currently underway in China, saying local businesses should have been consulted more extensively before international investment engagements.
The summit forms part of President Netumbo Nandi-Ndaitwah’s state visit to China from 5 to 11 July, where a delegation of more than 200 Namibian business representatives is engaging Chinese companies and exploring possible investment and trade opportunities.
Naloba Vice President Petrus Amavila said the association chose not to participate because it believes some foreign investments brought into Namibia could place additional pressure on local businesses. He said government should first engage domestic entrepreneurs to identify the country’s priorities before seeking partnerships abroad.
Amavila said Naloba supports meaningful investment but wants Namibia to attract investors who contribute to local economic growth rather than businesses that compete directly with existing local enterprises.

President Netumbo Nandi-Ndaitwah has tasked Namibian businesses with developing bankable projects that can unlock and attract Chinese investment, translating to sustained economic growth.
She said the government is ready to back ventures that seek to create industries, jobs and value addition to products in Namibia.
Nandi-Ndaitwah addressed more than 150 representatives from the Namibian private sector and state-owned enterprises before the hosting of the Namibia-China Business Forum in Beijing, where she urged them to secure investment partnerships with Chinese companies.
The delegation has spent the past few days engaging potential investors across several Chinese provinces, promoting opportunities in key sectors of Namibia’s economy.
The President wants manufacturing and value addition to anchor every investment proposal as Namibia looks to capitalise on zero-tariff access for exports to the Chinese market.
"I’m just really encouraging you to be very active and to find projects that are bankable. As a government, we will do our best to assist our businesspeople in order for them to succeed. I have some of my targets, and it's only you, Namibian businesspeople, who can make me meet those targets."
