A) it's better than nothing (a lot!).
B) it doesn't have to scale, it just has to bridge to FTTH.
C) given enough distribution points in rural locations... spectrum unlikely to be a real issue.

There is an awful lot of rubbish written about the National Broadband Plan. It would be very easy to have high speed BB into every 38kv ESB substation in the Country and use point-to-point wireless comms to line of sight chimneys in the immediate area.
