I know it's all about individuals/interactions over processes/tools, but @ enterprise scale, if you want your teams work in responsive ways and you're not willing to invest in giving them modern, usable tools, then your journey is going to be orders of magnitude tougher.
A lot of times when I hear people talk about psych safety on teams, they seem to think it means, "safe from any criticism." I think it means, "teams with so much trust that they know criticism is coming with good intent and perspective, even when harsh."
