1) If the government ensured all pensioners eligible for pension credit who aren't receiving it now got it, that would more than wipe out the savings from making winter fuel payment means tested. That's not going to happen and the government knows it.
2) £21bn/year of benefits and tax credits goes unclaimed each year. Means testing is a cost saving measure in large part because it means lots of eligible people don't claim what they're entitled to. That is by design, even though it's not spoken about.
3) At best, hundreds of thousands of pensioners eligible for pension credit are going to remain without it, and now they'll also lose their winter fuel payment.
4) There is a large number of pensioners just above the pension credit threshold who are struggling, and who are going to be hit with hardship thanks to having their WFP taken away.
5) You could just tax better-off pensioners to recoup the WFP cost (and more), but the government has decided that its ideological opposition to such progressive taxation is more important than protecting poor pensioners, forcing those in the twilight of their lives to suffer hardship for the sake of ideology, for reasons.
6) Imposing this hardship on so many struggling pensioners is going to impose costs on the system anyway, in the form of ill health. And as cabinet ministers and Labour MPs are so courageously briefing, it is going to kill pensioners.
7) This 'divide and rule' approach - that overall pensioners have done better than the working age population - deliberately lumps all pensioners into one bracket, even though it is a category which includes well-off pensioners and 1.9 million pensioners in poverty, as well as struggling pensioners who aren't technically in poverty. We have a taxation system which can distinguish between these people!
7) No new government after a change in political party has started with such poor ratings, and clobbering pensioners because of an ideological opposition to progressive taxation is going to send the government's ratings plummeting for no meaningful economic gain.
