This is first level thinking. Even if a lot of the money in IPOs is going towards providing exits to private equity investors, then those private equity investors may fund capex of existing ventures or fund new ventures.

If the money is going to promoters via offer for sales, then those promoters may use the money to pay down their personal debt or park money in fixed income securities, or invest in new businesses.

Paying down debt is a prudent thing to do. The bank or NBFC which receives the money can then lend it to other businesses to fund capex.

Similarly, when the promoters, use the offer for sale proceeds to park money in fixed income securities of a company then that company can use that money for capex.

Finally, the promoters can use the offer for sale money to fund new businesses which can use it for capex.

So to say that IPO money is going to sellers and not into companies and so that won’t create capex is inherently flawed.

Money is like water. You have to follow where it goes. You can’t just stop at the first level and draw conclusions about it.
