But if we're being picky, forestry is part of conservation and thus dealing with animals. Therefore, they must also work with the states in order to manage wildlife populations.

@dvassallo @Watchman_motto It is but there are several parks that cross a multitude of states. National Parks and conservation are the best topics to see the how Federal/State politics comingle. Also, states can't negotiate interational treaties (i.e. Great Lakes states)
