This is the part where the villains come in. 40 year-old permits no new EIS and a Clinton appointed LA judge who asked for the case is overseeing it. Sorry I don't have much faith with these facts. Personal I believe politics play bigger role, IMO Partial/Conditional injunction is coming. LA Clinton appointed judge asked for case.
