IMO,they screwed themselves in middle seasons by not advancing the plot further.They spent too long milking the book content after it had already became obvious that Winds (let alone Spring) wasnt coming

Pop sizes differ (+how they are delineated) and not all attacks have same likelihood in a claim being filed (biting mailman vs biting friend/family/someone on street)
