The question was about the baseline, not Pune’s airport or Metro or scarfs... If traffic grows between now & HCMTR’s completion, “25–30% reduction” needs a clearly stated reference point.

त्यासाठी क्षेत्रीय कार्यालयात काउंटर एकवर माणूस मालमत्ता कर देणे नाही अशी पावती काउंटर दोनवरून आणायला सांगतो.
वास्तविक पाहता त्यालाही मालमत्ता कर देणे नाही हे काउंटर एक वरही सिस्टीमवर दिसत असते.

काउंटर दोनवाला तशी पावती देण्याचे 25 रुपये काउंटर तीनवर भरायला सांगतो. ते पैसे दोन वालाही घेऊ शकतो पण नाही.

काउंटर तिनवाला हे पैसे फक्त रोखीत घेतो. सुटे पैसे घेऊन जावे लागते. नाहीतर निघा.

मग त्या पावतीवर काउंटर चारवाला शिक्का मारतो. तो शिक्का तीनवालाही मारू शकतो पण नाही.

मग ती पावती घेऊन दोनवर. तिथून पावती घेऊन एकवर.

हे सगळे झाल्यावर एक वाला अत्यंत वाकड्या तोंडाने काम सुरू करतो.
