Restore CGHS, Insurance, Pension, Housing:
PB recruits after 2007 have been deprived of fundamental welfare benefits that their counterparts still enjoy. They have no access to CGHS for quality healthcare, no CGEGIS coverage for financial security, no assured family pension, and no eligibility for GPRA housing — benefits fully available to “deemed-deputation” employees.
This unjust disparity leaves our families vulnerable and violates the spirit of equality in public service. We demand restoration of all such benefits — equal healthcare, insurance, pension security, and housing rights — for every PB employee, ending this two-tier system within the same organization.

Recognize APBEE & Employee Representation: Despite representing the vast majority of PB’s engineering cadre, the Association of Prasar Bharati Engineering Employees (APBEE) remains unrecognized. APBEE meets the criteria under the CCS (Recognition of Service Associations) Rules, 1993 – with membership well above the required 35% – yet PB management has excluded it from official recognition processes. This denial silences our collective voice. We demand immediate recognition of APBEE (and similar associations) so employees have formal negotiating power. Additionally, PB employees seek representation on the Prasar Bharati Board itself. The Prasar Bharati Act should be amended to include two staff representatives on the Board. Having employee voices at the decision-making table is essential for transparency, accountability, and justice within the organization.

Prasar Bharti employees who gave the best years of their life to public broadcasting are not worthy of even one promotion in two decades, clear judicial direction can be kept in cold storage while files “move in circles” Ministry and PB is ready to fight its own employees in contempt proceedings rather than grant them their rightful promotions.
This is not governance. This is institutional harassment.

⚖️ Articles 14 & 16 of the Constitution guarantee equality in service matters.

Despite @prasarbharati’s claim of “continuous efforts,” the truth is stark:
👉 Not a single engineer recruited after 2007 has been promoted in the last 18 years.
Instead of implementing the Hon’ble CAT Delhi’s order (OA 360/2023, dated 06.08.2024)—which directed promotions within 4 weeks—PB & @MIB_India hide behind excuses of “mock DPCs” and “data collection exercises.”

For 18 years, not a single Prasar Bharati Engineer has been promoted. Even after all seats were transferred to Prasar Bharati on 1 April 2000, promotions remain stalled.
On 6 Aug 2024, Hon’ble CAT, New Delhi directed @MIB_India & @prasarbharati to implement promotions. Yet, more than a year later, the order is ignored. Instead of complying, MIB continues to fight contempt cases against its own employees!
This endless delay has destroyed morale. There are no shortages of vacancies—thousands of posts lie vacant. If promotions are given, it will strengthen Prasar Bharati, not weaken it. Engineers who have given decades of service are demoralised, discriminated, and left without career growth.
We urge @AshwiniVaishnaw Ji, @DrLMurugan ji @sjaju1 Ji, @navneetsehgal3 ji @GauravDwivedi95 to immediately honour the CAT order, finalise promotion procedures, and end this injustice.
Enough delay. Justice delayed is justice denied.

With an exhausted OPD limit of ₹37,500, he now bears ₹4.5k–6k per session from his own pocket — 3 times/week.
This is a clear case for IPD treatment under OM dated 15.07.2014 by @MoHFW_INDIA
We request @prasarbharati to treat this as IPD under special case norms (OM 15.07.2014) & allow full reimbursement. Dialysis isn't optional—it's survival.
We, the employees of @prasarbharati, are consistently denied proper medical facilities.
Those recruited after 2007 have no CGHS access, face rejection at hospitals, and suffer huge financial losses.

आकाशवाणी और दूरदर्शन के माध्यम से हर महीने के आख़िरी रविवार को "मन की बात" का कार्यक्रम पूरे देश में प्रसारित किया जाता है। यह कार्यक्रम न केवल जनमानस से जुड़ा है, बल्कि इसकी तकनीकी और प्रसारण व्यवस्था में प्रसार भारती कर्मचारियों की अहम भूमिका होती है।
👉 हम ही वो लोग हैं जो सीमाओं पर, दुर्गम इलाकों में, और हर चुनौतीपूर्ण परिस्थिति में यह सुनिश्चित करते हैं कि देश की आवाज़ देशवासियों तक पहुँचे।
लेकिन कितनी विडंबना है कि उसी विभाग में, हम प्रसार भारती कर्मचारी आज खुद उपेक्षित और अपमानित महसूस कर रहे हैं।

Enough delay. We needs leaders who can decide.
For more than a quarter ‑ century—28 years since Prasar Bharati began(The Parliament of India passed the Prasar Bharati Act in 1990 to grant this autonomy, but it was not enacted until 15 September 1997.)—no promotion policy existed for its own employees. In 2023 the Prasar Bharati Board in its 182nd meeting finally decided a promotion procedure for Prasar Bharti Employees, ending decades of uncertainty. Yet in 2024 the Ministry of Information & Broadcasting put that very procedure in abeyance till further orders. Since then the file has shuttled between desks in MIB and Prasar Bharati, but no formal order has been issued till date. One stroke of a pen was enough to suspend the policy; making a positive decision, it seems, is far harder.

“Why does a person not take a decision? Because he lacks confidence.
Why does he lack confidence? Because he lacks professional knowledge and competence…
If you must be a bloody fool, be one quickly. Take a decision, and then accept full responsibility for it.
In this country, because somebody won’t take a decision, costs escalate, papers lie in somebody’s face for days, for months, for years. And when they finally take a decision, the cost of a project has gone up tenfold. Who suffers? We, the people of India, suffer.”
Today, indecision is measured not only in crores but in shattered careers, dimmed hopes, and the slow erosion of India’s public‑service broadcasting ethos. PB Employees of Prasar Bharati stood united—not just to protest, but to shape a better future. Our peaceful protest was a call for fairness, dignity, and equal treatment against the unjust 5 October 2007 cutoff.
Shaping Future Means:
1. Equal Rights for Equal Work
All employees once had equal benefits—CGHS, insurance, housing, pensions, and stable salaries. These were taken away from post-2007 recruits, even though we do the same work.
2. Recognizing Talent, Not Connections
We entered through national-level exams with top qualifications (https://t.co/IZQf48kI8h). Yet promotions went to less-qualified deputationists. This is not the future we deserve.
3. Putting People First
Colleagues like Jyoti Prakash Trivedi, Ankur Saxena, and Rahul Deshmukh died in service. Their families were denied support. This cannot be the legacy of public services.
To Shape a Better Tomorrow, We Demand:
1. End the 5 Oct 2007 cutoff
2. Restore all employee benefits
3. Return salary funding to the Consolidated Fund
4. Recognize APBEE for fair representation
5. Ensure promotions are based on merit
