There is no evidence that Bukharin had any desire to establish a "permanent NEP." His writings clearly show that he viewed market policy as a sign of backwardness to be overcome quickly as possible. Deng framed his market approach as an open-ended strategy, not temporary retreat.

Bukharin quite explicitly outlined the necessity of a unitary, rational, and fully planned economy, viewing the NEP as an unpleasant short-term compromise needed to realize that goal

I held out bc when Dean wrote the ceasefire resolution & we were getting nonstop threats, Connie bravely voted for it. I've organized in SF for 10 years, and never saw Saikat at any pro-Palestine, anti-cop, or labor rally. A total unknown.
