I have done numerous threads on the taxi industry over the years. Thought I’d sit this one out because inevitably they get messy because people don’t understand the industry and in their frustration conflate issues by pulling in my other work or causing inconvenience for my family. However in the hopes that this helps to clarify things for people who would like to understand some of what is going on I thought I’d do this again

1.The taxi industry does pay tax. Income, VAT,Levies, pays for permits (operating licenses) All of this requires SARS and so about 89% of taxis in this country are operating legally.
2.The fallacy of the tax story comes from the idea that because it is a cash business people hide their money under mattresses. However SA has one of the best financial systems in the world with many monetary laws. You have to prove where you get your money to buy a house, cars, apply for NSFAS etc It is insane to think that people in the taxi industry can pay for all these things using coins collected from fares. Like regular business people they bank their money because inevitably they have to replace vehicles and you cannot get finance without producing financial evidence of where you got your money and if you’re a recurring buyer the ability to prove you can pay back the loan.
3.That is not to say that as in any industry you will find people who skirt the law and get creative with numbers.
4.There are taxis operating without licenses there are usually two reasons for this. Firstly they are taking chances which happens but not for established owners because it’s too risky. The second is that usually provincially there is such a backlog of issuing OL that owners are forced to use their receipts as proof that they have applied and are waiting for the issue. Like most gov departments this one is not great at doing their job. And so these owners despite having done what was required are put into positions of skirting the law because they need to operate and the department is taking forever getting themselves into order. This has been happening for decades. I remember waiting with my mom at offices as a kid and she still has to do this. It’s infuriating.
5.The taxi industry is a private business. It services the public but it is privately owned and this is where the majority of issues arise both from how government treat it and the public.
6.Owners are different and associations are different. Taxis in most part are governed by the National land Transport Act however some areas such as licences and association dealings are done at provincial and municipal level. It is a mess. One that the taxi industry has been bringing up for close to two decades now but the government has had interim boards, transition councils and a lack of policy direction into how to handle matters and so the taxi industry continues working often under arbitrary rules that are never enforced or overly enforced in other instances.
7.Provincial and regional associations have different issues that is why one province can have a certain problem and others can not have it. Relationships with governments are also different in different provinces and some issues can be resolved differently.
