The Social Security retirement age has been previously increased. When the Social Security program was created in the 1930s, the retirement age was set at 65, at a time when life expectancy was only 58 years for men and 62 years for women.
In 1983, Congress passed legislation to gradually increase the age from 65 to 67, and the change was slowly phased in. The change was partially prompted by the fact that the average lifespan had increased, and it was also an effort to financially strengthen the Social Security program.
Sincde life expectancy has increased by about 20 years; it makes sense to raise the full retirement age.
