Enough delay. We needs leaders who can decide.
For more than a quarter ‑ century—28 years since Prasar Bharati began(The Parliament of India passed the Prasar Bharati Act in 1990 to grant this autonomy, but it was not enacted until 15 September 1997.)—no promotion policy existed for its own employees. In 2023 the Prasar Bharati Board in its 182nd meeting finally decided a promotion procedure for Prasar Bharti Employees, ending decades of uncertainty. Yet in 2024 the Ministry of Information & Broadcasting put that very procedure in abeyance till further orders. Since then the file has shuttled between desks in MIB and Prasar Bharati, but no formal order has been issued till date. One stroke of a pen was enough to suspend the policy; making a positive decision, it seems, is far harder.

If you must be a bloody fool, be one quickly. Take a decision, and then accept full responsibility for it.
In this country, because somebody won’t take a decision, costs escalate, papers lie in somebody’s face for days, for months, for years. And when they finally take a decision, the cost of a project has gone up tenfold. Who suffers? We, the people of India, suffer.”
Today, indecision is measured not only in crores but in shattered careers, dimmed hopes, and the slow erosion of India’s public‑service broadcasting ethos. Shaping Future: Equality, Dignity, and Justice for All PB Employees
PB Employees of Prasar Bharati stood united—not just to protest, but to shape a better future. Our peaceful protest was a call for fairness, dignity, and equal treatment against the unjust 5 October 2007 cutoff.
Shaping Future Means:
1. Equal Rights for Equal Work
All employees once had equal benefits—CGHS, insurance, housing, pensions, and stable salaries. These were taken away from post-2007 recruits, even though we do the same work.
2. Recognizing Talent, Not Connections
We entered through national-level exams with top qualifications (https://t.co/IZQf48kI8h). Yet promotions went to less-qualified deputationists. This is not the future we deserve.
3. Putting People First
Colleagues like Jyoti Prakash Trivedi, Ankur Saxena, and Rahul Deshmukh died in service. Their families were denied support. This cannot be the legacy of public services.
To Shape a Better Tomorrow, We Demand:

3. Return salary funding to the Consolidated Fund
4. Recognize APBEE for fair representation

Enough is Enough: End Systematic Discrimination Against PB/SSC-Recruited Prasar Bharati Employees and Entitle Them to Equal Benefits With Their Deemed Deputationist Counterparts working on same posts and doing same duty/work.

On 28 April 2025, engineering employees of Prasar Bharati across India united in a peaceful lunch-hour gate meeting, not pleading for favors but demanding basic dignity, equality, and justice. This follows our earlier Black Day protest on 5 October 2023 to condemn the iniquitous 5 October 2007 cutoff that shattered our unity.
A Unified Workforce Torn Apart by an Arbitrary Date
Before the Prasar Bharati Amendment Act, 2011, all employees—whether recruited directly by the Prasar Bharati/Staff Selection Commission (SSC) or on deemed deputation—enjoyed equal benefits. Our salaries were paid securely from the Consolidated Fund of India (CFI) as a Grant-in-Aid through the Ministry of Information & Broadcasting (MIB). We had:
CGHS medical coverage for quality healthcare.
CG-EGIS group insurance for financial security.
Central Pool Residential Accommodation (GPRA) for housing.
Pension schemes, gratuity, and all standard service benefits.
Common sense demands that as time passes, our benefits, salaries, and social security should only strengthen—not vanish. Yet, in a shocking backward slide, everything we once took for granted was systematically revoked for employees recruited after 5 October 2007:
Post-2007 recruits lost CGHS & CG-EGIS gradually after the 2012 Amendment, fully withdrawn by 2020.
Pension rights and family pension denied to our fallen colleagues and their families.
GPRA housing benefits removed, forcing us to pay exorbitant market rents in Delhi, Mumbai, Chennai, and other metros.
Promotion channels blocked, stagnating new recruits at Grade Pay 4200/2400 for nearly two decades.
Recruitment by PB& SSC vs. Nepotistic Promotions
We were recruited by the Staff Selection Commission in 2013 and directly by PB before 2013 through open, merit-based exams for identical posts and responsibilities. Yet the same Prasar Bharati and MIB that stripped us of basic rights turned around and granted one-time relaxation to deemed deputationist employees—those lacking the essential qualification of graduation—to promote them as Assistant Director Engineering (ADE). No such mercy was shown to post-2007 SSC recruits, despite their superior qualifications (https://t.co/abNJh2ZrZ8). This favoritism is a slap in the face of every deserving engineer.
Corruption, Bias, and CBI Investigation
Earlier this year, the Central Bureau of Investigation (CBI) registered a corruption case against six Prasar Bharati officials and a Deputy Secretary from the I&B Ministry after the order of Lokpal of India, exposing a scheme where officers took money to grant promotions and benefits unlawfully. This scandal confirms what we’ve long suspected: a closed clique in Prasar Bharati is enriching itself while employees struggle.
Dictatorial PBRB & PPC: Unrotated, Unaccountable, Unfair
All decision-makers in the Prasar Bharati Recruitment Board (PBRB)—established in 2020—and the Personnel & Policy Cell (PPC) are deemed deputationist officials. Since inception, there has been no rotation. Occupying these sensitive posts for years, they wield unchecked power, making opaque, arbitrary decisions that favor their own circle. This violates Central Vigilance Commission (CVC) guidelines requiring rotation in sensitive positions to prevent corruption.
Their arrogance and dictatorial behavior poison our workplace, crushing morale and institutional integrity. While new recruits are pushed aside, these unrotated officers grow fat on perks and self-dealing, treating Prasar Bharati as their fiefdom.
Stark Human Cost: Lives and Families Shattered
Late Jyoti Prakash Trivedi (DD News) died fighting cancer, denied proper treatment and family pension due to the 2007 cutoff.
Late Ankur Saxena (HPT Bundi) and Late Rahul Deshmukh (DDK Bhopal) passed away, their families left destitute with no terminal benefits.
Instead of compassion, MIB and PB management dragged widows through court battles, denying the very social security promised by our constitution.
Moral Outrage and Constitutional Betrayal
The 5 October 2007 cutoff is not just arbitrary—it is a gross violation of Articles 14 & 16 guaranteeing equality and equal opportunity. Prasar Bharati’s leadership and the Ministry have betrayed constitutional principles, undermining trust and eroding public service ethos.
Our Demands: Justice, Now
1. Repeal the 5 October 2007 cutoff, retroactively restoring rights to all.
2. Reinstate full CGHS, CG-EGIS, family pensions, and GPRA housing for everyone.
3. Return salary funding to the CFI to end IEBR-driven instability.
4. Recognize APBEE under CCS (RSA) Rules for true representation and appoint two representatives of the employees of the Corporation. One employee representative is elected by the engineering staff, and the other by the remaining employees.
5. Implement transparent, merit-based promotions and pay parity.
6. Rotate PBRB & PPC staff immediately as per CVC guidelines.
We will no longer endure this shameful discrimination in silence. MIB and Prasar Bharati must realize that destroying employee morale destroys the broadcaster’s soul. The world is watching—take responsibility, restore our dignity, and uphold justice. Anything less is a betrayal of democracy itself.
