When Psngrs take bag with more than 7 kg in cabin, ground staff get collected to put into luggage cabin. It is liable that Psngrs forget power bag to take in hand but it is prime responsibility of airlines to ask Psngrs to take it out. But I saw complete negligence @DGCAIndia
