Since 2022, at least 3,452 children in Ukraine have been killed or injured. These are only confirmed cases. The real number is likely much higher.
More than 2.5 million children are still displaced, and more than 20,000 Ukrainian children have been deported to Russia.

I had a good catch-up with my Belgian colleague @prevotmaxime on the margins of the Council of Europe Ministerial meeting.
First of all, I thanked Maxime for his clear statement of solidarity following Russia’s latest massive attack against Ukraine and for standing firmly with the Ukrainian people.
I briefed my colleague on the battlefield situation, ongoing peace efforts, and Ukraine’s urgent military needs.
We focused on the practical implementation of agreements reached at the highest political level between our countries, including further strengthening bilateral cooperation in key areas.
I thanked Belgium for its strong military, political, and humanitarian support for Ukraine. We synchronized our next steps and agreed to remain in close contact.
Broad international support is building for accountability.

🇲🇩 In Chișinău today for the 135th ministerial session of the Council of Europe @CoE. 46 member states around the table. In a Europe shaken by war, polarisation and foreign interference, this organisation must remain our democratic anchor.
Three priorities for Belgium.
First, justice for Ukraine. Belgium will be among the founding states of the Special Tribunal for the Crime of Aggression. Justice is not an optional extra in diplomacy, it is a condition for lasting peace. Serious violations of international law cannot go unpunished.
Second, migration. We must be able to talk about it clearly, without taboos and without naivety. But never at the expense of what underpins our democracies: the rule of law, the independence of the Strasbourg Court, and the universality of human rights. A common declaration has been adopted by unanimity. On the topic of migration, @coe has managed to bring together national viewpoints and the Court's case-law addressing the contemporary challenges of migration and ensuring the full respect for the ECHR.
Third, democratic resilience. Disinformation is a strategy aimed at dividing our societies and undermining our institutions. Europe needs a coordinated response to disinformation and hybrid threats.
46 member states united in Chișinău. That is powerful. But our family is not yet complete. Kosova has held elections recognised as free and fair. Its citizens deserve to be part of the Council of Europe and to benefit from the protection it offers. Belgium will continue to push for that.

I call upon other states, in Europe and beyond, to join the Enlarged Partial Agreement on the establishment of the Special Tribunal for the Crime of Aggression against Ukraine.
We hope that broad support for the Agreement will be registered at the Council of Europe Committee of Ministers meeting on May 14-15 in Chişinǎu.

🇷🇸 Have completed my very first mission to Serbia, in a year that marks 140 years of our bilateral relations, with a strong presence of Belgian companies, such as Metech, I had the pleasure of visiting.
Thanks to the Serbian authorities for their hospitality. Thanks in particular to H.E. the President of Serbia, Mr Aleksandar Vučić @predsednikrs , and my Colleague, H.E. the Minister of Foreign Affairs, Mr Marko Đurić @markodjuric , for the interesting meetings. It allowed us to have good, frank and constructive discussions on our bilateral relations, the future of the EU accession process of Serbia and regional stability and security.
I came here to give a signal to the Serbian citizens that the door to the EU remains open. The European perspective of Serbia is key for the security and the stability of the region and of the continent, but there is still a way to go. Further progress on this path must be grounded in credible and measurable reforms. This includes i.a. upholding the rule of law, upholding the independence of the judiciary, fighting corruption, ensuring media and academic freedoms, holding transparent elections, protecting fundamental rights and civil society.
I have had the pleasure to engage with civil society organisations this morning, notably on those challenges. The Serbian authorities intend to pass important reforms in the coming days, and I commend that.
The EU path requires also an alignment with the latter’s foreign policy, and the normalization of the relations between Serbia and its neighbours. I stressed the need for responsible re-engagement of the parties in the Belgrade-Pristina dialogue, respect for existing agreements, and the de-escalation of tensions, notably with Zagreb.
Belgium is open to strengthening our collaboration to support Serbia on this European path, sharing a common ambition, that of a European continent united by values and by the coherence of its collective action, in order to reduce our dependence on other geopolitical poles and to place our partnership in the pursuit of enhanced prosperity and security for our respective populations.

🇲🇪 It was my great pleasure to be back in Montenegro. This year marks 20 years of independence, and for me a moment to pass a strong message in support of a Montegrian future in the EU.
Montenegro is the frontrunner in the process towards EU accession, thanks to the tremendous efforts dedicated. Efforts that are inspiring for other candidate countries and that I can only commend.
My visit sheds light on the excellent Belgian-Montenegrin bilateral relations, and cooperation in different domains: effective police and judicial cooperation, support for human rights and economic opportunities for our companies.
I had the pleasure to meet with H.E. @JakovMilatovic, President of the country, the Prime Minister @MickeySpajic, and my colleagues Minister of Foreign Affairs @ErvinIbrahimov1 and Minister of European Affairs @maidagorcevic.
Thank you for the heartwarming welcome, you are a member of the European family, and I’m convinced that your fate is in the EU. Not anymore in a long distant future. But in a very near future. We stand ready to support you for the remaining necessary reforms in the last mile.

🇲🇪🇷🇸🇲🇰🇽🇰🇧🇦🇦🇱 Starting today a 6-day working visit to the Western Balkans.
I will visit Montenegro, Serbia, North Macedonia, Kosovo, and Bosnia and Herzegovina. I will visit Albania at a later stage, during a dedicated mission, when I will have the pleasure of opening our Embassy in Tirana.
Engaging with the Western Balkans is strategic for the security and the stability of our continent. The Western Balkans are not on Europe’s doorstep. They are in Europe. Their security is our security, their stability is our stability. Some of these countries have been waiting for more than twenty years to join the EU. It is therefore important to maintain a credible integration perspective, but the process remains merits-based : we expect them to have the courage to implement the necessary reforms, regarding the rule of law, the judiciary, the fight against corruption, and regional reconciliation.
Belgium is and will remain an engaged partner in the region, both politically and economically. I am here to deepen our partnerships.
