The changelog for macOS 15.1 Beta specifically omits the EU, while it is included in the iOS changelog.

Apple Intelligence is very likely to be limited in the EU only on iOS/iPadOS, as those two platforms have been declared as "gatekeepers" by the EU DMA regulations.

macOS has not (yet) been declared a gatekeeper by the EU and was fully excluded from all the App Store and Safari concerns.
