Basically nothing practical would change if it was set in 2026, swap the camera for a phone and the tv ad for a youtube spot, so why 1990?
In 1990: the Berlin Wall fall, starting the collapse of the USSR; Nelson Mandela was released from prison, starting the end of the South African Apartheid; the Hubble Telescope was launched; and the World Wide Web as we know it was created. Fukuyama would write The End of History, arguing that with liberal democracy we had achieved the apex of governance and were soon to be living in a world of peace.
It was a time of intense hope for humanity, with the victory of the West over its last major threat for decades and the anticipation of the coming new millennium.
