Clashes erupted on Sunday, 27 September, between students of the Satyajit Ray Film & Television Institute (SRFTI) in Kolkata and members of the RSS-affiliated Akhil Bharatiya Grahak Panchayat, over the camps auditorium being allegedly permitted to be used by the organisation, as students cited precedent of the venue not being used for a political event in the past.

Pictures and visuals accessed by The Quint showed several students injured, with demonstrations on the campus with chants of Jai Bhim and 'Go Back RSS'.

The students further claim that police detained the alleged main accused inside the campus, after which a group of people gathered outside and demanded his release.

These claims could not be independently verified immediately. Further details from the police, SRFTI administration and the organisers are awaited.

The ECI’s clarification yesterday raises more questions than it answers.

If Form 6 is a statutory form prescribed under the Registration of Electors Rules, 1960, how can an additional mandatory declaration be introduced through an online portal without amending those Rules?

Also crucial questions remain unanswered:

Were the reported objections of two Election Commissioners to this change true? If so, how were the objections resolved, and was the Commission’s own prescribed decision-making procedure followed?

More importantly, what about citizens who could not even submit Form 6 online because they could not furnish the additional declaration?

And what of orphans, adopted persons, migrant workers, displaced persons and others who may genuinely have no reliable access to their family’s electoral history? Their inability to furnish historical particulars cannot become a barrier to their right to enrol.

The ECI must answer these questions transparently. The right to enrol cannot become hostage to an online condition whose legal basis remains disputed.
