Why? Some clues in @UCEA1's final pay offer paper in those talks over the 2012-13, saying that it "recognises important messages from the sector’s funders about pay restraint in the current economic climate". In other words, because the government told them to supress pay. 3/

Last year @uniofleicester paid £7.4m, to be recovered from student rents, for the right to use its new residences. Though that and more will have to be paid for the next 50 years no debt is shown on its accounts due to the wonders of off balance-sheet finance
