The answer isn't choosing between diplomatic leadership and technical capability. It's both: a Foreign Health Service that joins trained diplomats to CDC's appropriated expertise. We built exactly this for trade in 1980 — the Foreign Commercial Service @ExportGov part of the @CommerceGov. We've never done it for health. @PEPFAR shows ambassador-led works.
