$NETX + CFLP confirmed: Octa’s national supply-chain data platform, built for the China Federation of Logistics & Purchasing (CFLP), will be linked to NetX once regulation allows — confirmed by Anbang Ruan himself.
This isn’t rumor or crypto theater. CFLP publicly announced the partnership in Feb 2024: a joint effort with Octa Innovations (八分量) to build the Smart Supply Chain Public Service Platform. Octa published the same case, explaining that the platform operates under the supervision of eight state regulators — PBoC, MIIT, MOFCOM, SASAC, CBIRC and others.
The project sits directly inside China’s 15th Five-Year High-Quality Logistics Development Strategy Report (十五五物流产业高质量发展战略报告), issued by CFLP’s national think tank.
That report outlines five priorities for modern logistics. The fifth — “Smart Service: from Traditional Transport to Data-Intelligent Logistics (服务智慧化:从传统运输到数智化驱动)” — calls for big data, AI and IoT to replace manual, experience-based transport with automated, data-driven systems: smart warehouses, e-contracts, electronic waybills, and real-time coordination across the supply chain. The goal is to cut costs, boost flexibility, and enable transparent, collaborative networks.
This is exactly what the China Supply Chain Big Data Platform does: blockchain-backed data sharing, trusted records, and intelligent coordination across suppliers, banks, and logistics hubs.
Anbang Ruan, CEO of Octa / Trias and advisor to @netx_world , said:
“We established development companies in Japan and Singapore, inheriting top talent and technologies from Octa Innovations… Octa now focuses on regulatory approvals and licenses to ultimately connect the Chinese supply-chain data public service network it operates with CFLP to NetX.”
Octa’s patents (CN114385648A, CN113987567A) cover blockchain-based supply-chain finance and data-integrity systems. The development is tracked internally in Octa’s Redmine and wikis — real code, not marketing.
