Welcome to the Sixteenth Finance Commission, led by @APanagariya in the divine land of Uttarakhand.

As a dedicated Uttarakhandi, I desire and demand that the state government strongly raise these issues before the commission.

Firstly, we should request the continuation of revenue deficit grants for Uttarakhand.

Secondly, our state provides environmental services worth ₹1 lakh crore annually, but we receive nothing in return. It's high time we initiate green bonuses.

Thirdly, natural disasters, which I call human-made disasters, cause significant financial losses to our state every year. We need a revised criteria for additional support to hill states.

Fourthly, sustainable development models for hill states require extra financial assistance to cultivate barren lands and address urbanization challenges.

Fifthly Although our per capita income exceeds the national average, our 10 hilly districts lag behind. We need to make them development partners.

Sixthly Uttarakhand has achieved the top spot in Sustainable Development Goals (SDGs) in the country, and we should be incentivized for our good work. Our tax collection efforts have also improved, warranting additional support.

The floating population, especially during Char Dham and Kanwar Yatra, poses a significant challenge. Given our financial situation, we require extra assistance.

As a border state with China and Nepal, we need support for border area development programs.

These are some key aspects that Uttarakhand government should strongly represent to the Sixteenth Finance Commission.

We hope the commission will consider these factors while submitting its report to the central government.

मुख्यमंत्री श्री पुष्कर सिंह धामी ने राज्य में आर्थिकी और पारिस्थतिकी में संतुलन के लिए ‘त्रि-स्तम्भीय और नौ-सूत्रीय रणनीति कार्यक्रम का शुभारंभ किया। मुख्यमंत्री के मार्गदर्शन में राज्य में इकोलॉजी और इकोनॉमी में संतुलन के लिए नियोजन विभाग द्वारा तीन स्तम्भों समुदाय सशक्तिकरण अभियान, नवाचार एवं तकनीकी अभियान तथा वित्तीय स्वायत्तता एवं साक्षरता अभियान पर रणनीति बनाई गई है।

मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेन्द्र मोदी के विकसित भारत के संकल्प को पूर्ण करने के लिए हम सबको अपना विशेष योगदान देना है। राज्य सरकार द्वारा विकास के साथ ही पर्यावरण संतुलन पर विशेष ध्यान दिया जा रहा है। उन्होंने कहा कि आज जो ‘त्रि-स्तम्भीय और नौ-सूत्रीय रणनीति कार्यक्रम का शुभारंभ किया गया है, इस पर सभी विभाग तेजी से कार्य करेंगे। सभी विभागों को नवरात्रि के पावन पर्व पर संकल्प लेकर राज्य में आर्थिकी एवं पारिस्थितिकी में संतुलन बनाकर कार्य करने की दिशा में आगे बढ़ना है।

मुख्यमंत्री द्वारा राज्य की आर्थिकी एवं पारिस्थितिकी में संतुलन के लिए प्रत्येक स्तम्भ के लिए तीन सूत्रीय रणनीति बनाई गई है। पहले स्तम्भ समुदाय सशक्तिकरण अभियान के तहत तीन सूत्र पारंपरिक प्रथाओं का पुनरावर्तन, उचित उपभोग हेतु व्यवहार परिवर्तन एवं युवाओं का कौशल उन्नयन है।

वहीं दूसरे स्तम्भ नवाचार एवं तकनीकी अभियान के तहत तीन सूत्र ग्रीन टेक्नोलॉजी को प्रोत्साहन, तकनीकी आधारित त्वरित समाधान एवं सर्कुलर इकोनॉमी का अंगीकरण है। तीसरा स्तम्भ वित्तीय स्वायत्तता एवं साक्षरता अभियान के तहत तीन सूत्र ग्रीन प्रैक्टिसेज का मानकीकरण, कार्बन क्रेडिट हेतु सहभागिता एवं सतत परियोजनाओं हेतु ब्रिज फंडिंग की रणनीति है।

2023-24 में देशभर में पहले स्थान पर पहुंचा उत्तराखंड

@NITIAayog के इंडेक्स में उत्तराखंड को मिले 79 अंक

आने वाली पीढ़ी की अपनी आवश्यकताओं को पूरा करने की क्षमता से समझौता किये बिना वर्तमान पीढ़ी की आवश्यकताओं को पूरा करने हेतु विकास ही सतत विकास है।

इसके लिए संयुक्त राष्ट्र संघ ने 17 लक्ष्य तय किए हैं जिनमें

शून्य गरीबी, शून्य भुखमरी, क्वालिटी एजुकेशन, सभी को उत्तम स्वास्थ्य, साफ पेयजल जैसे 17 लक्ष्य शामिल हैं।
