Platform has to sign, but the outputs can only be made to either player or split evenly between them - based on the outcome of their game. Fee calculations included. Uses compact OP_PUSH_TX that requires malleation via nLockTime.

However, txs with many outs are much easier to process than txs with many ins. I've run into many problems submitting txs with 10k+ ins to the noder or the network.
I think option 3. and testing the limits of the network with many txIns could be valuable.
