A minimum cut off should be the same for both, but this isn't a cut off, it is a scoring system. A score of 100 represents a strong person. Strong for a man is different from strong for a women.

@SenWarren "Networks" don't keep 3%. Most of the fee goes to the issuing bank to cover the loan until the consumer pays their bill and bad debt from non-payers, both things that businesses are insulated from. Why should businesses get that for free?
