The tragic events in Ceuta are a stark reminder that migration challenges may raise fundamental questions of European security.

The Council of Europe stands with Spain and all those affected.

States have the right to control their borders and protect their territorial integrity. Effective migration management and full respect for human rights go hand in hand – the case-law of the @ECHR_CEDH helps achieve both, including in European overseas territories.

This is why the Council of Europe is advancing the follow-up to the Chișinău Declaration, strengthening co-operation among member States through its Network of national Migration Focal Points and developing stronger legal and policy tools to address migration challenges, notably migrant smuggling.
