@tobaccoinsider If one looks at the table with the data, (Table 54) the increase is driven by legal age consumers 21+. Moreover, the prevalence is misleading. It is 1x min over 12mos, not 1x over 30 days or daily usage.
This is the most trenchant discussion of the inevitable rise of illicit nicotine markets I have come across, with many important points. It could greatly benefit US, European, LMIC and WHO policy makers who seem determined to achieve the worst of all possible outcomes.
Why is the War on Nicotine a bad idea?
It's expensive, unlikely to work, and comes with a whole host of serious negative consequences.
