IMPHAL: The Central Bureau of Investigation (CBI) has filed a supplementary chargesheet against nine individuals, including Arambai Tenggol leader Korounganba Khuman, in connection with the looting of arms from Manipur Police Training College (MPTC) and 7th India Reserve Battalion (IRB) armouries at Pangei during the violence that erupted on 3rd May 2023.
CBI had earlier filed a chargesheet on 12th January 2024 before the Special Judge, CBI, Guwahati, against Moirangthem Anand Singh, Athokpam Kajit alias Kishorjit, Loitongbam Michael Mangangcha alias Tolumu, Konthoujam Romojit Meitei alias Lukhoi, and Keisham Johnson alias Johnson in connection with the case.
According to the report submitted by the investigating agency to the Special Judge, CBI, Guwahati, Heingang Police Station in Imphal East had initially registered an FIR on 4th May 2023 under various sections of the Indian Penal Code and Section 25 of the Arms Act. Following a notification issued by the Government of Manipur, the case was transferred to CBI, which re-registered the FIR and took up the investigation.
The FIR alleged that at around 1:45 pm on 4th May 2023, a large number of youths overpowered sentries deployed at the main gate of MPTC at Pangei, broke open two armouries of MPTC and another two of 7th IRB, and looted a large cache of arms, ammunition, and other items.
During the investigation, CBI arrested five accused named in the earlier chargesheet in connection with different incidents. Further investigation revealed the alleged involvement of Thokchom Gyaneshwar and Anand Sharma, who were stated to be cadres of a militant outfit involved in the arms looting, and Arambai Tenggol member Ashem Kanan Singh alias Kanan.
CBI said that the National Investigation Agency (NIA) had informed it through a written communication that Thokchom Gyaneshwar alias Shyamjai, Laimayum Anand Sharma alias Ingba, and Ibomcha Meitei alias Landaba had been arrested in a transnational conspiracy case. CBI subsequently obtained permission from the Chief Judicial Magistrate, Kamrup (Metro), Guwahati, and arrested Gyaneshwar and Anand Sharma in connection with the Pangei arms looting case. The agency said both had already been chargesheeted in another CBI case relating to the looting of arms from 2nd IRB. Ashem Kanan, a former Manipur Police constable and Arambai Tenggol member, was also arrested for his alleged involvement in the looting of weapons from various places, including MPTC.
The question remains: Why did CBI fail to mention their masters, sponsors, and financiers โ Nongthombam Biren Singh @NBirenSingh, who was the Chief Minister, and current Rajya Sabha MP Leishemba Sanajaoba @MaharajaManipur โ in its chargesheet? Without these two, Arambai Tenggol, COCOMI, FOCS, Haomee Federation, AMUCO, UCM, and Meira Paibis, and their alleged secessionist narco-terrorist groups PLA, UNLF, KCP, PREPAK, and KYKL, would have been nothing. These two must be included in the chargesheet.

Kangpokpi, July 3, 2026: The Committee on Protection of Tribal Areas, ManipurโKuki Hills (COPTAM-KH) has strongly condemned the repeated attacks on K. Songlung (Machet) Village in Kangchup Geljang Sub-Division, Kangpokpi District, and urged the Government of Manipur and the Government of India to take immediate action against those allegedly responsible.
COPTAM-KH alleged that armed cadres of the Liangmai-led Zeliangrong United Front (Kamson faction) attacked and set fire to K. Songlung Village at around 12:15 p.m. on January 26, 2026. The organization claimed that seven houses and two four-wheeler vehicles were destroyed, while villagers were allegedly blindfolded, deprived of their mobile phones, and cut off from communication. It further alleged that the attackers operated from militant hideouts located in Makhan, Konsakhul (Konsaram), Ireng Naga, Namdilong, and Khulkhul.
The committee also recalled an earlier attack on June 5, 2023, when it alleged that 44 houses in the main K. Songlung Village were burned down. The press release attributed the incident to members of Meitei armed groups, including Arambai Tenggol, Valley-Based Insurgent Groups (VBIGs), and the Liangmai-led Zeliangrong United Front (Kamson faction). It also alleged the involvement or acquiescence of certain state security personnel and members of the Foothills Naga Coordination Committee.
COPTAM-KH further stated that the village had previously been attacked during the 1993 Kacha Naga-Kuki conflict, alleging that cadres of NSCN (IM) burned down the village and killed several residents. The organization said the repeated attacks over more than three decades have caused displacement, insecurity, and hardship for the villagers.
In its statement, COPTAM-KH called for a prompt, impartial, independent, and comprehensive investigation into the alleged attacks. It also demanded the identification and dismantling of the alleged militant hideouts, the arrest and prosecution of those responsible, permanent security arrangements for K. Songlung Village and other vulnerable tribal villages, and adequate relief, rehabilitation, and compensation for the affected families.
The committee reiterated that the safety, security, and constitutional rights of the tribal inhabitants of K. Songlung Village must be protected and that those responsible for the alleged acts of violence should be brought to justice through due process of law.

It is further alleged that those supplying food, medicines, and other necessities face threats and pressure.
Serious concerns have also been raised regarding the presence of NSCN Eastern Flank, NSCN-IM, ZUF (Kamson Group), and Shan National Army/Junta-linked elements along the SenapatiโKangpokpi highway, where armed individuals are reportedly moving in civilian attire and creating fear among truck drivers transporting essential commodities and medical supplies.
The Kuki Community maintains that the prolonged blockade has severely affected thousands of civilians, causing shortages of food, fuel, medicines, and daily necessities in Kangpokpi, Ukhrul, and Kamjong districts. Allegations have also been raised that these groups are operating from areas in Ukhrul and Kamjong under the protection of certain local networks, further deepening insecurity in the region.
The continued failure to restore unrestricted movement on National Highway-2 has raised serious questions among affected communities. The Kuki Community calls upon the Government of India, the Government of Manipur, COBRA units, and all concerned authorities to take immediate and effective measures to reopen the highway, ensure safe passage for civilians and transporters, dismantle all unlawful obstructions, and uphold the constitutional rights of every citizen.
Open the National Highway between Senapati District and Kangpokpi District immediately. The free movement of food, medicines, fuel, and essential supplies must not be denied to any community.

The KukiCommunity reiterates its demand for the immediate reopening of the National Highway between Senapati District and Kangpokpi District, which remains the lifeline for thousands of civilians dependent on the uninterrupted movement of food, medicines, fuel, and essential commodities.
The prolonged disruption of free movement has caused immense hardship to the people of Kangpokpi District and other communities residing in the affected areas. The continuing economic blockade has resulted in shortages, repeated increases in prices of essential commodities, and severe difficulties for ordinary civilians.
The KukiCommunity questions the failure of Cobra Team Central Forces and the Government of India to ensure safe passage along the National Highway despite their presence in the region. At the same time, concerns continue to be raised regarding the movement of NSCN-IM, NSCN Eastern Flank, ZUF (Kamson Group), Shan National Army, and Myanmar-based armed elements entering India through Tangkhul dominant areas of Ukhrul District and Kamjong District.
The KukiCommunity further states that truck drivers transporting essential commodities have allegedly been subjected to intimidation and fear, affecting the transportation network connecting Senapati District and Kangpokpi District. This has directly impacted civilians who rely on the uninterrupted supply of food, medicines, fuel, and daily necessities.
The KukiCommunity maintains that the reopening of the National Highway must be treated as an urgent humanitarian necessity. The uninterrupted movement of essential commodities should not be obstructed under any circumstances, and all restrictions affecting public roads must be addressed immediately.
The KukiCommunity also raises concerns regarding incidents in Henglep Sub-Division and alleges that Kuki civilians have been unfairly targeted while armed groups are allegedly moving freely in certain areas carrying sophisticated weapons.
The KukiCommunity calls upon the Government of India, the Government of Manipur, Cobra Team Central Forces, and concerned security agencies to conduct an impartial investigation into allegations relating to armed activities, illegal weapons, and threats against civilians and transport operators.

The KukiCommunity reiterates its demand for the immediate reopening of the National Highway between Senapati District and Kangpokpi District, which remains the lifeline for thousands of civilians dependent on the uninterrupted movement of food, medicines, fuel, and essential commodities.
The prolonged disruption of free movement has caused immense hardship to the people of Kangpokpi District and other communities residing in the affected areas. The continuing economic blockade has resulted in shortages, repeated increases in prices of essential commodities, and severe difficulties for ordinary civilians.
The KukiCommunity questions the failure of Cobra Team Central Forces and the Government of India to ensure safe passage along the National Highway despite their presence in the region. At the same time, concerns continue to be raised regarding the movement of NSCN-IM, NSCN Eastern Flank, ZUF (Kamson Group), Shan National Army, and Myanmar-based armed elements entering India through Tangkhul dominant areas of Ukhrul District and Kamjong District.
The KukiCommunity further states that truck drivers transporting essential commodities have allegedly been subjected to intimidation and fear, affecting the transportation network connecting Senapati District and Kangpokpi District. This has directly impacted civilians who rely on the uninterrupted supply of food, medicines, fuel, and daily necessities.
The KukiCommunity maintains that the reopening of the National Highway must be treated as an urgent humanitarian necessity. The uninterrupted movement of essential commodities should not be obstructed under any circumstances, and all restrictions affecting public roads must be addressed immediately.
The KukiCommunity also raises concerns regarding incidents in Henglep Sub-Division and alleges that Kuki civilians have been unfairly targeted while armed groups are allegedly moving freely in certain areas carrying sophisticated weapons.
The KukiCommunity calls upon the Government of India, the Government of Manipur, Cobra Team Central Forces, and concerned security agencies to conduct an impartial investigation into allegations relating to armed activities, illegal weapons, and threats against civilians and transport operators.

SIT-IN PROTEST; AWAITS WRITTEN ASSURANCE FROM DISTRICT ADMINISTRATION
The Kuki CSO Working Committee (WCKCSOs-Ukhrul), hereby informs the public that it has temporarily withdrawn the peaceful sit-in protest at Shangkai with immediate effect.
The protest was launched following the District Administration's failure to respond within the stipulated deadline to the memorandum submitted by WCKCSOs-Ukhrul regarding the continued obstruction of essential commodities meant for Kuki-Zo civilians, including the confiscation of goods on 15 June 2026. The peaceful agitation continued from 20th June to 24th June 2026, reflecting the community's unwavering commitment to democratic means despite persistent hardships and administrative negligence.
While no written agreement has yet been reached, WCKCSOs-Ukhrul has, in good faith, decided to temporarily withdraw the protest in view of the District Commissioner's verbal assurance and the positive initiative shown by his office towards resolving the issue. This decision is an opportunity extended to the District Administration to demonstrate its commitment through concrete action and must not be misconstrued as a settlement of the matter.
It is, however, deeply disturbing that despite five consecutive days of peaceful protest, another consignment of essential goods destined for Kuki-Zo civilians was reportedly confiscated on 23rd June 2026 by personnel of Yaingangpokpi Police Station. It has further been reported that the police station, under the Officer-in-Charge from the Tangkhul community, has been aiding the actions of Tangkhul civil society organisations and mobs in obstructing the movement of essential goods. Such reports cast serious doubt on the neutrality of law enforcement and further reinforce the necessity of a clear, written and enforceable resolution.
WCKCSOs-Ukhrul now expects the District Administration to convene a closed-door meeting within three (3) days (25/06/26 to 27/06/26) to finalise a written agreement guaranteeing the free and unhindered transportation of essential commodities for the Kuki-Zo community through Ukhrul District.
Should the District Administration fail to honour this expectation within the stipulated timeframe, WCKCSOs-Ukhrul shall entrust the matter to the public. The people shall then be free to undertake any form of agitation they deem appropriate in defence of their constitutional rights and legitimate interests.
WCKCSOs-Ukhrul wishes to place on record that it has exercised maximum restraint and exhausted every available democratic avenue. Therefore, any consequence arising out of the authorities' failure to resolve this issue shall rest solely upon the District Administration, Ukhrul, and the Government of Manipur. They shall bear full responsibility for any ensuing public agitation, disruption of law and order, or any untoward situation resulting from their inaction.
