Made my way up to where the Potomac Interceptor sewage pipe broke late last month just north of Cabin John, Md. The C&O Canal between locks 12 and 10 is being used to divert sewage around the broken portion; it’s essentially an open-air sewer at this point.

@Tomdickanarry @MEPFuller While there is a leap of faith from the discharge petitions signers, they don’t have to ultimately vote for the bill if they don’t like the substitute amendment. There is no trust left in the House, it’s true… but don’t think this is possible.

@MEPFuller Similar situation with Fitzpatrick discharge petition- This is a procedural move because I believe for a discharge petition a bill has to sit in a committee for 30 days. But all 3 discharge petitions (Jeffries, Gottheimer, Fitzpatrick) allow for a substitute amendment to be filed
