The function of govt & its military is to protect territorial integrity of the nation. So clearance is needed to seek for livelihood?

It baffles me to hear @GarShehu saying those farmers brutally killed did not sought for clearance. Yet these cabals say it is the prerogative of @MBuhari to keep the service chiefs. Even in the face of total failure? Those cabals @MBuhari is denying are d real enemy of the state
