3. How can CSOs and oversight agencies during this lockdown spearhead advocacy on the maintenance of and respect for the Human Rights of citizens and ensuring that erring Law Enforcement Officials are duly held accountable for clear violations?
@bbiodun , @woleojewale@RommyMom1
@cleenfoundation@bbiodun@woleojewale Of course we must recognize the efforts of gallant and informed officers at these times. We must support them. There will always b challenges, how we manage them is the issue. CSOs need to identify good officers and celebrate them. #PSSCOVID19
@cleenfoundation@bbiodun@woleojewale CSOs are doing very well in bringing out cases of violations. Gap now is for CSOs to effectively engage oversight bodies with the powers to discipline erring officers like the Police Service Commission with reports and follow up on how the issues are resolved. #PSSCOVID19
@cleenfoundation@woleojewale@RommyMom1 I have heard of police officers helping victims of domestic violence to safe spaces, helping a woman in labour to the hospital. Giving a ride to a petrol station attendant who had to trek a long distance #PSSDCOVID19
@cleenfoundation@woleojewale@RommyMom1 Secondly, they should foster multi-stakeholder monitoring mechanisms, congregating the strengths of the supervisory channels of security forces, civil society, and accessible and unfettered complaints channels #PSSDCOVID19 /2
@cleenfoundation@bbiodun@woleojewale@RommyMom1 Violations by law enforcement agencies during this lockdown should be brought to relevant authorities including oversight agencies for prosecution. CSOs should follow-up on this and ensure it happens to serve as deterrent to others #PSSDCOVID19
@benolugbuo @NhrcTweets @NhrcTweets can play a coordinating role no doubt. It is important that before such assignments, they engage and have the confidence of these oversight bodies, but yes, they sure can play the role.
@cleenfoundation@woleojewale@RommyMom1 But in the instance in which law enforcement are notoriously violating human rights, the first thing CSOs and oversight agencies should do is to first REMIND law enforcement agents of the limits of their powers, with promise of ensuring impunity will not hold sway #PSSDCOVID19
@cleenfoundation@bbiodun@woleojewale First and foremost, CSOs must be categorized as providers of essential services and allowed to move. It is only in this way that they can meet with and take up cases of victims. This the best way to b effective #PSSCOVID19
@cleenfoundation@bbiodun@woleojewale@RommyMom1 CSOs are a key player in this difficult time and should as a matter of urgency, work with credible groups like @cleenfoundation and @SituationRoomNg to track, verify, document and ensure misconduct and violations of rights by law enforcement are brought to appropriate authority
@cleenfoundation@bbiodun@woleojewale Yet again, Human Rights Defenders must be seen and categorized as Monitors by these bodies. When Human Rights Defenders have access to victims and take up their cases, it will go a long way in reducing violations. HR Defenders are providing essential services #PSSCOVID19
@Newsbriefng@cleenfoundation@bbiodun@woleojewale@RommyMom1 This is a blanket statement and not fair to some of the officers who have worked very hard to ensure Nigerians go to bed with their eyes close daily, some have track record of professionalism and adhering to ethical values on duty #PSSDCOVID19.
@cleenfoundation@bbiodun@RommyMom1 A major challenge here is that our security & law enforcement agencies have never faced this type of situation before and it appears there is know SOP to deal with the situation. They need to realize that #COVIDー19 is not war and act within the provisions of the law. #PSSDCOVID
@cleenfoundation@woleojewale@RommyMom1 Most atrocities committed by law enforcement in this period have passed under the radar. But let me also qualify that statement by saying that the many ways law enforcement agents have helped people in difficult situations at this time have also gone uncelebrated.#PSSDCOVID19
2. In what ways can CSOs and oversight agencies effectively monitor the adherence of Law enforcement agencies to accepted professional standards of conduct in the discharge of their duties?
@bbiodun , @woleojewale and @RommyMom1#PSSDCOVID19#COVID19
@cleenfoundation@bbiodun@woleojewale It is equally important to have law enforcement agents understand their tasks in detail and assimilate it. I have seen arrests and huddling of those breaking the lockdown order. Huddling together violators defeats the aim as infection may yet occur #PSSCOVID19
@cleenfoundation@bbiodun@woleojewale Cooperation by oversight bodies is also key. The police, military and other agencies enforcing lockdown have different oversight bodies. Presently no meeting exists between these oversight bodies towards a unified form of reaction in times of abuse. #PSSCOVID19
@cleenfoundation@woleojewale@RommyMom1 (1 by soldiers in Delta state, 1 petrol attendant in Delta state by the army, and 6 in Kaduna state by police) in their attempt to enforce the lockdown directive by the Federal and state governments. #PSSDCOVID19#COVID19 /2
@cleenfoundation@bbiodun@RommyMom1 Thanks for having me here.
It’s extremely worrisome because it appears more Nigerians might die in the hands of trigger-happy security & law enforcement officers on #COVIDー19 patrol duty than the plague itself.
#PSSDCOVID
We must act fast to salvage this unsavory development.
