(2) This is Kenya as a “zombie” state – alive, yet bound by unseen masters. The budget hits a record KSh4.2 trillion, but most of it feeds a bloated bureaucracy and creditors. 41% (KSh1.72 trillion) goes to recurrent costs like salaries, while a mere KSh704 billion (16%) is left for development. Little is left to build roads, clinics or jobs; the living dead must first pay its keep.
