Abortion is painless before 24 weeks (includes the first trimester). This is the consensus of science. The fetuses ability to feel pain increases until it becomes a newborn.
A 28 week fetus would feel pain, but it feels less pain than a newborn.

A fetuses termination at any stage will conceive of suffering at a lower limit than a newborn.
