You don't rebuild the American cattle herd by importing foreign beef and intentionally selling it below the market price American ranchers receive.
That's exactly the opposite of the incentive structure one would use to encourage domestic supply growth.
More supply + below-market foreign competition → lower domestic beef prices → lower cattle prices → weaker margins/incentives for American ranchers → less domestic supply
The US National Debt has increased by over $400 billion since July 1st.
