Not many may be familiar with this weird word but in the Assembly manual, it means a long speech to obstruct vote on legislation. In US , it is often used as a 'legislative practice or parliamentary tactic by a minority of the senators—

The only way to break filibuster is cloture motion, means 2/3rd majority (228 members in case of our National Assembly).
