@MikePMoffatt Part of the reason was the new legislation (in the late 80’s) that prevented the conversion of rental units to condos if the vacancy rate was less than 3pc. So the workaround was to make every new building a condo even if rented.
These targets are in most Official Plans now – but will they stay, it is not clear as the draft PPS has eliminated the targets and hinted at future “provincial guidance”.

In 2006 the Growth Plan introduced a long-term vision of how to manage growth in Ontario that was, in terms of past practice, extremely directive and interventionist.
As one example, the co-ordination of major road and transit infrastructure was detailed in the Growth Plan, that is no longer the case. The GP set out population targets by Region that were used in all manner of long term infrastructure planning – schools, roads, pipes and wires.
