সরকারেরই আরেক উন্নয়ন গবেষণা সংস্থা- বিআইডিএস বলেছে, তিন মেয়াদের আওয়ামী শাসনামলে দেশে প্রকৃত গড় মূল্যস্ফীতি ছিল প্রায় ১৫ শতাংশ। তাহলে ওই সময়ে জিডিপি প্রবৃদ্ধি তো মাইনাস ছিল। অপরদিকে এদেশের দারিদ্র্যরেখার ওপরে দেখানো অন্তত ৩০ শতাংশ মানুষ সব সময় দারিদ্র্যের কালো গহ্বরে পড়ার ঝুঁকিতে থাকে। একটু রোগব্যাধি কিংবা প্রাকৃতিক দুর্যোগ অথবা মূল্যস্ফীতি তাদের কাবু করে আবার দারিদ্র্য রেখার নীচে ফেলে দেয়। এ যেন সেই পিচ্ছিল বাঁশ বেয়ে বানরের ওঠা-নামার অঙ্ক।

বর্তমান সংসদেই প্রধানমন্ত্রীই আওয়ামী আমলে ২৩৪ বিলিয়ন ডলার পাচারের তথ্য তুলে ধরেছেন। এতো দুর্নীতি, লুটপাট, অর্থপাচারের পরও যদি আওয়ামী সরকারের রেখে যাওয়া ১৮ শতাংশ দারিদ্র্য আর ৪৬০ বিলিয়ন ডলারের জিডিপি ও ভৌতিকঅর্থনৈতিক প্রবৃদ্ধির বয়ান বিএনপি সরকার সঠিক বলে মেনে নেয়, তাহলে এদেশের জনগণ হয়তো শিগগিরই বলবে, "আওয়ামী লীগই তো ভালো ছিল। সার্ফ-এক্সেলের বিজ্ঞাপনের মতো- "দাগ থেকে যদি হয় নতুন কিছু, তাহলে দাগই তো ভালো।'

এই সরকার বিগত আওয়ামী সরকারের দেয়া ১৬ বছরের মিথ্যা পরিসংখ্যানের কোনো সংশোধনের ব্যবস্থা না করেই, তার উপর দাঁড়িয়ে, সেইসব মিথ্যা পরিসংখ্যান মেনে নিয়ে এবার যে বাজেট দিয়েছে তাকে ডাহা জোচ্চুরি ছাড়া আর কি কিছুই বলা যায? আমাদের মনে হয় আওয়ামী স্বৈরাচারকে দুধে-ধোয়া পবিত্রতার বৈধতা দিতেই যেন বিএনপি আজ সরকারে আসীন হয়েছে। এ প্রসঙ্গে একটি গল্পের কথা স্মরণ করিয়ে দিতে চাই। এক ডাকাত তার মৃত্যুশয্যায় ছেলেদের ডাকলো। তারপর তাদের বললো, "বাবারা, সারাজীবন ডাকাতি করেছি, মানুষের ক্ষতি করেছি। কিন্তু আমার মৃত্যুর পর তোমরা এমন কিছু করবে, যাতে লোকে আমাকে ভালো বলে, প্রশংসা করে।' তারপর সে মারা গেল। এরপর ডাকাতের ছেলেরাও ডাকাত হলো। তারাও বাবার মতো পুরোদস্তুর ডাকাতি শুরু করলো। কিন্তু তারা বাবাকে মহান বানাতে ডাকাতির সাথে আরেকটি বিশেষ কাজ যুক্ত করলো। ডাকাতি করে সব লুটে নেবার পরে তারা ওই বাড়ীটিও আগুন দিয়ে পুড়িয়ে দিয়ে আসতো। এরপর লোকজন বলাবলি শুরু করলো, আরে এদের বাপই তো ভালো ছিল। ডাকাতি করলেও বাড়ীটাতো অন্তত পোড়াতো না। আজ বিএনপি কি আওয়ামী লীগের তেমন সন্তানের দায় নিলো? তা না হলে কেন তারা লুটপাটের আওয়ামী পরিসংখ্যান বাতিল না করে তার উপর নিজেদের ঝাণ্ডা মেলে ধরছে? মিথ্যা প্রবৃদ্ধির আওয়ামী জিডিপিকে ধারণ করে এখন দিচ্ছে ৫শ' বিলিয়ন ডলারের জিডিপি অর্জনের হাস্যকর গল্প। মাথাপিছু ৩ হাজার ডলার আয়ের বানোয়াট তথ্য। এর মানে কি? ৩ হাজার ডলার মানে ৪ সদস্যের একটি পরিবারের বার্ষিক আয় দাঁড়ায় ১২ হাজার মার্কিন ডলার। টাকার অংকে যা প্রায় ১৫ লাখ টাকা। অর্থাৎ মাসিক আয় সোয়া লাখ টাকা। এ কি অবিশ্বাস্য তথ্য! এই টাকা কোথায়? এদেশের কত শতাংশ মানুষ মাসে সোয়া লাখ টাকা আয় করেন? ২ শতাংশ? তাহলে মাথাপিছু আয় মানে কি মাথার পেছনে থাকা আয়? যা কিনা দেখা যায় না?

এ প্রসঙ্গে আরেকটি গল্পের কথা বলতে চাই। নাসিরুদ্দিন হোজ্জা একদিন বাজারে গিয়ে দেখেন মাংসের দাম খুব খুব সস্তা হয়ে গেছে। তিনি দু'কেজি মাংস কিনে ছেলেকে দিয়ে বাড়ী পাঠালেন। আর বললেন, তোমার মাকে বলবে ভালো করে রান্না করতে। রাতে বাড়ী ফিরে আমরা সবাই খাবো। অতঃপর হোজ্জার স্ত্রী দুপুরে মাংস রাঁধতে গিয়ে কেমন সিদ্ধ আর ফ্লেবার মিলছে তা পরখ করতে শুরু করলেন। তিনি নিজে এক টুকরা খান এবং ছেলেকেও এক টুকরা দেন। স্বাদে অভিভূত হয়ে এভাবে দুই মায়ে-পুতে খেতে খেতে চুলার উপর থেকেই দু'কেজি মাংস সাবাড় করে ফেললেন। এরপর তাদের হুঁশ ফিরলো। ততক্ষণে সব শেষ। স্বামীর জন্য তো কিছুই রইলো না। অবশেষে হোজ্জার স্ত্রী নতুন বুদ্ধি আঁটলেন। রাতে হোজ্জা খেতে বসে মাংস না পেয়ে প্রশ্ন করলেন, মাংস রাঁধোনি? স্ত্রী উত্তর দিলেন, মাংস তো রেঁধেছিলাম, কিন্তু বাড়ীর বিড়ালটি সব চুরি করে খেয়ে ফেলেছে। হোজ্জা তখন বিড়ালটি ধরে ফেলে দাঁড়িপাল্লায় মেপে দেখলেন তার ওজন ২ কেজি। তখন স্ত্রীকে প্রশ্ন করলেন, এটি যদি বিড়াল হয় তাহলে ২ কেজি মাংস গেল কই? আর এটি যদি মাংস হয় তাহলে বিড়াল গেলো কই? এখন আমাদের প্রশ্ন- জিডিপি যদি ৫শ' বিলিয়ন আর মাথাপিছু আয় ৩ হাজার ডলার হয়, তাহলে তার ট্যাক্স বা কর গেলো কই? আর কর-জিডিপি অনুপাত সাড়ে ৬ শতাংশ হলে, প্রকৃত জিডিপি-ই-বা গেলো কোথায় এবং মাথাপিছু আয়ই-বা কোথায়? সব বানোয়াট।
