@Miyhnea China’s media environment & info spaces are more censored and controlled than Japan (pro-Ukraine content is censored, overall very pro-Russia). And they seem to be more insular, have a smaller proportion of ppl w/ intense obsessions other countries/culture compared to Japan.

And while the term war crime is vague, but there are so many examples of deliberate targeting of civilians that it’s an appropriate label for many of these attacks

I do want to mention that it does depend somewhat on the community & people. This is obv an outlier but I don't see major problems in Tokyo where large dogs are rare and people are more responsible.

I would be fine with banning dog breeds in certain areas and much stricter rules. And obviously poor behavior (like not picking up after your dog or controlling them) should be punished harshly.
