Taste isn’t innate. Its pattern recognition of what works, distilled into principles. Once written down they can be easily handed to a model. However, “what works” changes overtime and employing those principles requires great skill.
What he means (most likely) is that systems will evolve to have fuzzy, natural language, intent-based interfaces rather than the strict, deterministic interfaces of APIs.
The UIs claim I think no one disagrees with.
