Under the new “family law,” a girl’s silence is now considered full consent to marriage. The regime has ruled that if a “mature virgin” does not speak out, she has agreed to wed.

Such marriages can only be annulled after the girl reaches adulthood, and only through a Taliban court.

Human rights groups warn that this will lead to widespread coercion and intimidation of young girls, who will be pressured into remaining silent.
