The timing matters.

Saudi Arabia has powerful reasons to deepen relations with Red Sea littoral states as Yemen and the wider regional security environment undergo profound change. Eritrea, meanwhile, has an opportunity to translate its geography and relationships into energy, investment, trade and greater national capacity.

But there is another layer.

President Isaias Afwerki has repeatedly emphasized cooperation without alliance-building, strategic self-reliance, sovereign decision-making and the responsibility of Red Sea littoral states for their own region.

Who sets the terms?

Economic cooperation or security alignment?
Limited transaction or strategic realignment?
Greater Eritrean capacity—on Eritrean terms?
