Playmaking and pocket presence matter a lot more than great throwing for good arm qbs, turns bad plays into great plays. hard to name a great qb ever who doesnt score high on 1 of the 2. Any yet all most film evalaution focuses on pass concepts and throws.

There's basically 2 views on QBs.

One is that QBs are a bundle of traits (processing, arm strength, accuracy etc etc), and if we can properly evaluate those traits, and then weight them properly, we can basically say how good a QB is. Obviously film is the huge input here

Pat’ arm decline is an immutable fact. No development could change it. Whether he can still play at top 2-3 level with a weaker arm has room for debate. Most evidence points to, very unlikely.
