1. Nope, dead links, fake monetary transactions, and whatever the fuck the not Bitcoin accounting system is to have ordinals, are exploits, and are what they are. OP_RETURN has been the designated place for 12 year for arbitrary data -- if it's placed anywhere else, it's an exploit and not a use-case for Bitcoin.
2. Nope again, no one is using OP_RETURN to spam, they are still only using exploits. The only reason to blow up the filter limit is to invite state actors like the CIA or Mossad to place incriminating evidence on your node, as a valid Bitcoin transaction.
