After a review of the invasion of Moroccans into Spain, it appears to me that Spain needs to negotiate with Morocco the return of this territory. Perhaps a 50-99 year lease while Spaniards depart or just return it to Morocco now.

@MagoNaranja I don’t disagree. News reports here made it appear that migrants were arriving to mainland Spain. Later maps showed a difference. Obviously that land was a colony at some point, Spain or Portugal.
