@MarlonAzinovic I think, per capita measurement can be applied if one wants to make welfare statements and do policies. Seems like here the point was just to show what geographical source of emissions is.
Cumulative CO2 emissions since 1850 have used up 86% of the carbon budget for an even chance of 1.5C (or 89% of the budget for a two-thirds chance).
