Prasar Bharati employees recruited after 2007 continue to face a two-tier system in the same organisation, with disparities in essential welfare benefits such as CGHS healthcare, CGEGIS insurance, family pension and GPRA housing.
We demand an end to this disparity and the restoration of equal healthcare, insurance, pension security and housing rights for every Prasar Bharati employee.

⚫ 5 OCTOBER — BLACK DAY FOR PRASAR BHARATI EMPLOYEES
5 October 2007 created a divide that continues to affect Prasar Bharati employees even today.
Employees recruited up to 05.10.2007 continued with the status/benefits available to Central Government employees on deemed deputation, while employees recruited after 05.10.2007 were treated as Prasar Bharati employees.
The result?
Same organisation.
Same posts.
Same duties.
Same responsibility towards the nation.
But different service conditions, protections and benefits.
What makes this distinction even more serious is that the statutory amendment was brought into force later, in 2012, while 05.10.2007 was adopted as the dividing cut-off. Employees who had already joined Prasar Bharati after 05.10.2007 but before the 2012 amendment also came within the post-cut-off category.
For post-05.10.2007 employees, this distinction has remained at the heart of several long-pending grievances relating to:
▪️ CGHS / medical facilities
▪️ Pension & social security
▪️ Group insurance / protection to families in case of death
▪️ Service benefits
▪️ Pay & promotional matters
▪️ Other welfare and employment protections
For many employees, important protections associated with Central Government service were either not continued or were made unavailable after this classification.
The question is simple:
How can employees serving the same national public broadcaster, working on comparable posts and performing comparable duties, continue to face different service conditions merely because they joined on different sides of one cut-off date?
This is not about one allowance.
This is not about one facility.
This is about the equality, dignity, medical security, social security and fair treatment of an entire generation of Prasar Bharati employees and their families.
APBEE therefore urges the Government of India, Ministry of Information & Broadcasting and Prasar Bharati to:
🔹 Review the 05.10.2007 cut-off
🔹 Address the disparities created by it
🔹 Restore equitable medical and social-security protection
🔹 Provide meaningful group insurance/death-related protection
🔹 Ensure fair and equal treatment of employees performing comparable duties
Today, 5 October, APBEE observes this day as a BLACK DAY and raises its collective voice against the continuing disparity arising from this cut-off.

More alleged cases of bulk Form-7 applications targeting eligible Muslim voters have surfaced in Karnataka.
Rakshith Shivaram, who contested Belthangady in 2023, says 279 Form-7 applications seeking voter deletions were filed across 16 polling stations.
This comes a day after CM D.K. Shivakumar submitted details of three FIRs over similar complaints.

Razia Sultana, the wife of 45-year-old Sahid Akhtar, who was killed in a mob attack in the Matigara-Bagdogra area of Siliguri following suspicion of cattle theft, has demanded justice for her husband.
On Sunday, Razia lodged a complaint at Bagdogra Police Station against those allegedly involved in the attack.
Akhtar, a resident of Sonapur under Chopra Police Station in Uttar Dinajpur district, was one of two men who died after locals allegedly attacked a group of five people in the early hours of Saturday. Another victim, Shad Mohammad of Haryana, later died while undergoing treatment. Three others were injured in the violence.

Muslim Voter Deletion in SIR: The largest, the most crude and the earliest attempt to delete Muslim voters took place in Bihar (Phase I of SIR). Read on.
An attempt was made to delete all 80,000 Muslim voters in just one constituency of Bihar.
The list for deletion of all Muslim voters in the constituency was given to election authorities on a purported letter head of BJP's state headquarters in Patna. The same list was also given to ECI authority by an assistant to local BJP MLA. We caught them at it (See image below).
When we caught them, ECI acknowledged the fraud. Voters' rights were protected as a consequence. But, no action was taken against those who attempted this en masse deletion of Muslim votes.
We reported it in September 2025, when the rest of the country, including Delhi, had not woken up to what the SIR was doing to citizens' rights.
