However five houses have had substantial work done in the period since the flood. By you know, builders. Plumbers, etc. But somebody makes an assertion they later retract and everyone piles in and call the police anyway.

Some of them are businesses paying business rates. Deliveries are a fact of life. If you want to report people to the police try focusing on actual crime.
